I have found 316 material with NACE MR0175 on the cert but not with the ISO portion. A materials vendor told me that the raw material isn't necessarily certified, but the finished part that goes into the product(a flowmeter) is. Even if the raw material was certified, just the machining of the material could change it enough so if the finished part was tested, it might not pass requirements to NACE MR0175/ISO 15156. The only thing that a manufacturer can do is offer a certificate of compliance and even that will be a thorny issue for those materials that have specific environmental limitations because how can the certificating entity be sure that the environmental restrictions are being followed in the specific service application. Since 316 only requires a specific heat treatment condition; freedom from cold work that enhances mechanical properties; and a maximum hardness of 22 HRC (for specific environmental limitations) it should be easy to request an ISO 10474 3.1.B or EN 10204 3.1 certificate; however, what (and when) is actually tested depends upon the product specification and not MR0175/ISO 15156.
